Bugweri County Member of Parliament Abdu Katuntu has criticised government over what he calls a poorly coordinated process in handling the Protection of Sovereignty Bill, 2026.
Katuntu says Parliament is being forced to conduct consultations that should have been completed before the Bill was tabled.
He described the situation as “an ugly position” for legislators and warned that it exposes major gaps within government.
The MP cited inconsistencies in submissions from institutions appearing before Parliament, including concerns raised by the Bank of Uganda Governor.
Katuntu also questioned why agencies such as the Financial Intelligence Authority, Makerere University, and commercial banks were not consulted earlier.
The Protection of Sovereignty Bill was introduced by State Minister for Internal Affairs David Muhoozi and seeks to regulate foreign influence in Uganda’s governance and economy.
Critics, including the Uganda Law Society, warn that the proposed law could restrict civic space and give excessive powers to the Executive.
Parliament is still receiving submissions from stakeholders as debate on the Bill intensifies.
