Paddy Kisembo declared Winner of Kikuube District Local Council V (LCV) Chairperson by-election

Paddy Kisembo of the National Resistance Movement (NRM) has been declared the winner of the Kikuube District Local Council V (LCV) Chairperson by-election held on Thursday.

According to the official results announced by Kikuube District Returning Officer Emmanuel Twiine, Kisembo secured 26,612 votes, defeating his closest challenger, Fenekansi Timanyire of the National Unity Platform (NUP), who garnered 8,712 votes. The results were declared on Thursday night at the Kikuube District headquarters.

While announcing the results, Twiine thanked the people of Kikuube for turning up in large numbers to exercise their constitutional right to vote. He also commended the candidates, their supporters, and polling agents for maintaining peace throughout the electoral process, noting that no electoral offences were recorded.

Twiine urged the unsuccessful candidates and their supporters to accept the outcome of the election, describing the process as free, fair, and transparent. He emphasized that every election inevitably produces both a winner and a loser.

Speaking shortly after his victory was announced, Kisembo expressed gratitude to the people of Kikuube for the trust and support they had shown him throughout the campaign and election period.

He pledged to prioritize service delivery in key sectors, including health, education, agriculture, electricity connectivity, road infrastructure, job creation, and the fight against land grabbing.

However, NUP candidate Fenekansi Timanyire rejected the results, alleging that the election was marred by widespread intimidation of his supporters and agents, ballot stuffing, and voter bribery by members of the NRM.

The by-election was conducted following the death of former Kikuube District Chairperson Peter Banura, who died in a road accident on April 4, 2026, along the Hoima-Fort Portal Road.
