Members of Parliament are preparing for a crucial internal election to select Backbench Commissioners to the Parliamentary Commission and Uganda’s representatives to the Pan-African Parliament, in a process that will shape both the administration of the House and the country’s regional legislative engagement.
The elections will be conducted under the authority of the Parliament of Uganda, as the 12th Parliament continues to establish its leadership and governance structures following the 2026 general elections.
Backbench Commissioners sit on the Parliamentary Commission, the highest administrative body of Parliament responsible for budgeting, human resources, infrastructure, and overall institutional management.
The Commission also comprises the Speaker, Deputy Speaker, Leader of Government Business, Leader of the Opposition, and the Minister of Finance.
The upcoming vote is expected to fill key backbench positions that influence how Parliament allocates resources and manages internal operations during the new parliamentary term.
In addition to internal leadership positions, MPs will elect Uganda’s delegation to the Pan-African Parliament (PAP), the legislative organ of the African Union headquartered in Midrand, South Africa.
The Pan-African Parliament brings together lawmakers from across the continent to promote democratic governance, integration, and cooperation among African Union member states, with representatives participating in committees on governance, human rights, and economic development.
The elections come at a time when Parliament is also concluding the formation of committees and administrative structures for the new term, following the induction of both new and returning legislators.
Observers note that the outcome of the vote will have implications beyond internal administration, particularly in shaping Uganda’s voice in regional parliamentary diplomacy and continental decision-making platforms.
Voting is expected to follow established parliamentary procedures, with results to be announced shortly after the exercise concludes.
