The Chief of Defence Forces (CDF), General Muhoozi Kainerugaba, has told newly promoted Generals and Senior Officers that their new ranks come with heavier responsibilities and higher expectations.
Addressing officers during a pipping ceremony at the Ministry of Defence and Veteran Affairs headquarters in Mbuya, Gen. Kainerugaba said the promotions were not merely symbolic but marked a deeper obligation to serve the country and lead their subordinates with integrity.
“This ceremony is not just about new insignia or titles. It signifies increased responsibility and more demanding tasks,” he said, noting that the officers’ decisions and conduct would now carry greater weight. He added that their subordinates would look to them for guidance, wisdom, and solutions.
To underline his message, the CDF cited the Bible, quoting Luke 12:48, which states that much is required from those who have been entrusted with much. He explained that the promoted officers had been granted the trust of the nation, their commanders, and the soldiers they lead, and must now demonstrate sharper judgment, stronger integrity, and unwavering commitment.
Gen. Kainerugaba also urged the Uganda People’s Defence Forces (UPDF) and the broader security sector to continue protecting the country’s hard-earned peace. He emphasized the importance of sustaining the UPDF’s role in regional and allied missions, guided by Pan-African values.
Turning to national politics, the CDF appealed to Ugandans to remain peaceful during the election period. He encouraged citizens to vote and leave polling stations promptly, assuring them that election transparency would be ensured through party agents, the media, and international observers.
He warned that any individuals attempting to disrupt the electoral process would face swift and lawful action. “Those who seek to cause trouble will be dealt with decisively using all tools available to us, in accordance with the law,” he said.
The CDF further called on political actors to comply with Electoral Commission guidelines and work with security agencies to ensure public safety throughout the electoral season.
Gen. Kainerugaba also thanked President Yoweri Kaguta Museveni, the Commander-in-Chief, crediting his leadership for transforming the UPDF into a professional force contributing to peace in Uganda, the region, and across Africa.
Speaking on behalf of the promoted officers, Chief of Joint Staff Lt. Gen. Jack Bakasumba expressed gratitude to the CDF and the President for their confidence. He pledged that the officers would uphold the UPDF’s core values of integrity, courage, and discipline.
The ceremony was attended by senior military and civilian officials, including Commander Land Forces Lt. Gen. Kayanja Muhanga, Air Force Commander Lt. Gen. Charles Okidi, and the Ministry of Defence Undersecretary, Ms. Edith Butuuro.
Among those promoted were Lt. Gens. Jack Bakasumba and Francis Okello; Maj. Gens. James Kinaalwa, Deus Sande, Charles Byanyima, William Bainomugisha, and Christopher Ddamulira; and Brig. Gens. Mcdans Kamugira, Fred Zakye, and Paddy Ankunda, among others.
