EC delivers Kikuube LCV By-election voting materials

The Electoral Commission (EC) has delivered voting materials ahead of Thursday’s Kikuube LCV By-election. The voting materials, including ballot boxes, papers, cordoning strips, solar lamps, declaration forms, accountability forms, and officials’ attire, among others, had been delivered by Wednesday morning.

Emmanuel Twiine, the Kikuube district Returning Officer, confirmed on Wednesday morning that all the materials to be used during the by-election had been fully delivered. He said that the Commission is fully equipped and prepared the by-election.

Voters in the district will vote on Thursday to elect their district Chairperson following the death of the former Chairperson in a road crash. Two candidates are competing for the seat. They are Paddy Kisembo of the National Resistance Movement (NRM) and Fenekansi Timanyire of the Unity Platform (NUP).

Twiine further noted that polling stations will be opened in the presence of at least ten voters, who will act as witnesses during the opening of ballot boxes, and that Biometric Voter Verification Kits (BVVKs) will be deployed to ensure transparency.

He further warned candidates and their agents against voter bribery, stressing that the practice is criminal, illegal, and undermines the credibility and integrity of the electoral process.

He revealed that the commission had received intelligence indicating that some candidates and their agents are planning to bribe voters on polling day, cautioning that anyone found engaging in such acts will face disciplinary and legal action.

Twiine also appealed to candidates, their supporters, polling agents, and the general public to maintain peace before, during, and after polling day. He emphasised that political parties and independent candidates will be allowed to deploy polling agents at each polling station in accordance with electoral guidelines.

The by-election follows the death of former Kikuube District Chairperson Peter Banura, who died in a road crash on April 4, 2026, along the Hoima–Fort Portal Road. The road crash that claimed the life of Banura occurred at Butyamba cell, in Kikuube town Council.

Banura reportedly parked his official vehicle by the roadside and was speaking to a group of people when a speeding taxi rammed into them, killing him instantly. He was 48 years old.

The late Banura, son of Matayo Kyaligonza, was first elected Kikuube District Chairperson in 2021 and had recently secured re-election with 37,455 votes, defeating Phenekansi Timanyire of the National Unity Platform, who garnered 6,230 votes.

Rose Nyamaizi, a voter from Kikkube town Council, said she is ready to cast her vote. Mbabazi Talemwa, a voter in Bugambe Sub-County, says he is prepared and ready to cast his vote.

Fenekansi Timanyire, the National Unity Platform (NUP) candidate, says he has mobilized supporters to participate in the election and warned against the involvement of security personnel in the entire electoral process, saying the people of Kikuube should be left to exercise their constitutional mandate by electing a candidate of their choice without any interference.

Statistics obtained from the Electoral Commission (EC) indicate that Kikuube district has 330 polling stations scattered within 27 parishes in seven sub-counties. The district has over 150,000 registered voters
