Government Unveils Reforms to Clean Up PDM SACCOs Nationwide

Government has introduced strategic reforms to strengthen Parish Development Model SACCOs countrywide.

The reforms follow public complaints raised during the Presidential PDM tour last year, including corruption, favoritism, and withholding of PDM information.

The national PDM Coordinator Dennis Galabuzi says the changes are aimed at improving transparency and participation.

Among the key reforms include Membership where government has now introduce two categories that include   Enterprise Groups and Individual Parish Residents SACCOs, on leadership, Election of PDM SACCO leaders must be completed by 30th June 2026, Leadership is open to all competent parish residents with proven community experience, not just the wealthy ,Zero tolerance to corruption, training for all SACCO members in the parish,All government officials, including politicians at various levels, are now required to monitor PDM SACCOs.

Speaking at the Uganda Media Centre, Galabuzi noted that the reforms directly respond to citizens’ concerns.

The Parish Development Model is government’s flagship wealth creation program targeting 39% of households in subsistence economy.

On beneficiaries who reportedly lost money in the ongoing trade order operation, Galabuzi said no PDM members have been registered as affected so far, given the nature of their enterprises. He however pledged to handle any complaints once formally reported.
