The Democratic Party (DP) gathered at the Serena Hotel on September 14, 2025, for the official launch of the manifesto of their Kampala Lord Mayor candidate, Beatrice Mao.

Unveiling her blueprint for the capital, Mao pledged to prioritise universal healthcare, green initiatives, urban agriculture, tourism, and streamlined land and market management. She described her nomination as a “fresh opportunity to bring change” to Kampala, noting that her earlier bid in 2021 was derailed by voter registration issues, which she says have since been resolved.

Highlighting Kampala’s central role as Uganda’s economic hub, responsible for more than 30% of the national GDP. Beatrice Mao laid out a comprehensive plan to make the city inclusive, productive, and future-ready. Her manifesto envisions:

  • A well-governed city with resources to meet its challenges.
  • A dynamic and livable capital that accommodates a growing youthful population.
  • A productive city that attracts global investments and creates opportunities for all.
  • A sociable city that fosters rich and inclusive community life.

Justice and Constitutional Affairs Minister, Hon. Norbert Mao, who is also her husband, attended the event and rallied support for her bid, commending her vision to transform Kampala into a digitally-driven, inclusive, and prosperous city.

Beatrice Mao’s candidacy has already energised DP structures, with posters and campaign materials circulating widely at mobilisation events. Her flagbearership followed the withdrawal of John Bosco Kamoga, who stepped aside to allow her to lead the race.

She now faces stiff competition from former Nakawa East MP, Eng. Ronald Balimwezo, who is running on the National Unity Platform (NUP) ticket. The contest is shaping up to be one of the most competitive Kampala mayoral races in recent years.
