Persis Namuganza Declares Bid for Speaker of Parliament 2026–2031

Bukono County Member of Parliament Persis Namuganza has formally declared her interest in contesting for the position of Speaker of Parliament for the 2026–2031 term.

In a statement issued on Tuesday, Namuganza said she is seeking the speakership to promote unity, transparency, and inclusive leadership in Uganda’s legislature.

“With a heart full of gratitude and unwavering dedication to our beloved nation, I humbly express my interest in serving as Speaker of the Parliament 2026–2031,” Namuganza said. “Guided by a vision of unity, progress, and justice, I am committed to amplifying every voice, fostering transparent governance, and building a brighter future for all.”

Namuganza, who represents Bukono County in Namutumba District, is a seasoned legislator and outspoken political figure, particularly on matters of governance and parliamentary independence.

Her declaration adds momentum to an already competitive race for the top parliamentary seat in the 12th Parliament.

Recently, Namuganza obtained a law degree from the Islamic University in Uganda (IUIU), adding to her academic credentials, which she says strengthen her capacity to preside over parliamentary business and interpret legislative procedures with greater legal grounding.

Namuganza joins a growing list of politicians who have expressed interest in the speakership, including incumbent Speaker Anita Among and Democratic Party (DP) president Norbert Mao.

The contest is expected to be heavily influenced by party caucus positions, particularly within the ruling National Resistance Movement (NRM), which commands a majority in Parliament.

The Speaker of Parliament is elected by Members of Parliament at the first sitting of a new Parliament and plays a critical role in presiding over debates, enforcing parliamentary rules, and safeguarding the independence of the House.

As the 2026 transition approaches, political observers expect the speakership race to intensify, with alliances, party primaries, and internal negotiations shaping the final outcome.
