Parliament Passes Shs1.1 Trillion Supplementary Budget Amid Heated Debate

Parliament witnessed a heated debate after opposition legislators, led by Kira Municipality MP Ibrahim Ssemujju Nganda, challenged the approval of a supplementary budget for the 2025/2026 financial year totaling 1.1 trillion shillings.

The supplementary budget allocates 800 billion shillings for recurrent expenditure and 210 billion for development projects.

State Minister for Finance Henry Musasizi explained that the funds cover 3 billion shillings for the upcoming presidential swearing-in, 66 billion for LC1 elections, as well as salary arrears, preparations for the AFCON tournament, and other commitments.

Opposition MPs, including Ssemujju Nganda and Busiro East MP Medard Ssegona, questioned allocations for foreseeable activities, arguing that supplementary budgets are intended for emergencies, not planned events. Despite the objections, the budget was passed amid strong opposition.

Ssemujju Nganda also expressed concern over the safety of legislators, noting the unusually heavy security presence in and around Parliament, including the army, SFC, and police.

Speaker of Parliament Anita Among reassured MPs, emphasizing that their safety was guaranteed and that no one would interfere with parliamentary proceedings.
