Museveni Says Security Officers Involved in Impunity Will Be Held Accountable

President Yoweri Kaguta Museveni has warned against impunity within Uganda’s security agencies, saying no individual or institution should operate above the law.

Speaking during a televised national address on Saturday, Museveni stressed that discipline and accountability must remain central within the country’s security system.

“I cannot allow impunity in our system even on the side of the security forces,” the President stated.

The Head of State acknowledged the important role played by the military, police, and intelligence services in maintaining national peace and stability, but cautioned that abuse of authority by individual officers damages public confidence in government institutions.

His comments come amid increasing public concern over alleged cases of brutality, unlawful arrests, and excessive use of force linked to some security operations across the country.

Museveni said investigations into reported misconduct would continue and assured the public that government would not shield officers found to have acted outside the law.

Political analysts say the President’s remarks signal growing pressure on state institutions to address accountability concerns as calls for professionalism and respect for human rights continue to rise.

The address was broadcast nationally and formed part of Museveni’s wider communication on governance, security, and national stability.
