Police Nab Two Members of Notorious Luwero Robbery Gang

Luwero-‎Police in Luwero District have arrested two suspected members of a notorious criminal gang believed to be behind a recent wave of violent robberies that has left residents living in fear across the district.

‎The suspects, identified as Hakim Ssekandi, alias “Kimiyoo,” and Shaban Sserugga, alias “Dog City,” were apprehended during intelligence-led operations conducted by police targeting organized criminal groups operating in the area.

‎‎In a statement released by Savannah Regional Police spokesperson Sam Twiineamazima, police said the gang had been terrorizing residents by carrying out nighttime attacks using iron bars, stones, and paving blocks before robbing victims of cash, mobile phones, and other valuables.

‎‎According to Twiineamazima, Ssekandi was arrested first and, during interrogation, allegedly confessed to participating in several aggravated robberies, burglaries, and thefts committed in different parts of Luwero District.

‎‎The suspect reportedly provided investigators with crucial information that led to a follow-up operation in the Kawanda–Matugga area on the morning of June 23, 2026. During the operation, police arrested Sserugga, commonly known as “Dog City.”

‎Preliminary investigations indicate that the gang carried out coordinated attacks in which victims were violently assaulted before being dispossessed of their belongings.

‎‎”The gang frequently traveled from Matugga to various parts of Luwero District to carry out robberies before retreating to their base. They conducted a series of robberies in Wobulenzi, Bombo, Kasana, and Luwero Town Councils,” Twiineamazima said.

‎‎The two suspects are currently being detained at Luwero Central Police Station as investigations continue.

‎Their arrest is expected to bring relief to residents who have been living in fear and limiting their movements at night due to the increasing number of robbery attacks.

‎‎The latest arrests come amid growing concerns over crime in the district. According to police crime statistics, Luwero recorded 3,123 criminal cases in 2025, making it the district with the second-highest number of reported crimes in Uganda. Wakiso District ranked first with 3,177 reported cases during the same period.

‎Police have vowed to continue pursuing other members of the gang and intensify operations aimed at restoring security and public confidence across the district.
