The National Unity Platform (NUP) has confirmed its parliamentary leadership structure for the 12th Parliament, retaining Nakawa West MP Joel Ssenyonyi as the Leader of the Opposition in the Parliament of Uganda.
The announcement follows internal consultations within the opposition caucus as the party consolidates its role as the largest opposition bloc in the new Parliament.
Leadership continuity under Ssenyonyi
Ssenyonyi, who has served as Leader of the Opposition since January 2024, will continue steering the opposition’s agenda in Parliament, including scrutiny of government policy, coordination of shadow cabinet activities, and management of opposition business on the floor of the House.
He is expected to maintain oversight of key national debates, including governance accountability, public service delivery, and budget scrutiny, as the opposition positions itself as a counterweight to the ruling establishment.
New parliamentary appointments
In the same reshuffle, Manjiya County MP John Baptist Nambeshe has been appointed as a Parliamentary Commissioner representing the opposition.
Nambeshe, who also serves as a senior figure within NUP’s internal leadership structure, is expected to represent opposition interests in the Parliamentary Commission, which oversees administration and strategic decisions affecting the legislature.
Meanwhile, Jinja South East MP Paul Mwiru has been appointed Opposition Chief Whip, a key position responsible for coordinating party discipline, mobilising votes in the House, and ensuring attendance during critical parliamentary business.
Strategic positioning in the 12th Parliament
The appointments come as the opposition reorganises following the 2026 general elections, where NUP retained significant representation in Parliament, particularly in urban and central Uganda.
Party officials say the leadership structure is aimed at strengthening coordination, improving legislative effectiveness, and ensuring a unified opposition voice in a Parliament expected to handle contentious debates on governance, economy, and institutional reform.
Ssenyonyi’s continued leadership also signals party confidence in his stewardship of the opposition agenda at a time when parliamentary scrutiny is expected to intensify.

Ssenyonyi previously succeeded Mathias Mpuuga as Leader of the Opposition in 2024, marking a leadership transition within the party’s parliamentary wing.
Since then, he has played a central role in shaping opposition strategy, including budget response frameworks and government accountability initiatives.
