Buganda Kingdom has petitioned the Attorney General, Kiryowa Kiwanuka, protesting several clauses in the proposed Protection of Sovereignty Bill, 2026.
Buganda kingdom through its Attorney General Christopher Bwanika, says the Bill contains provisions that could negatively affect Buganda and Ugandans at large.
Speaking to the press at Bulange, Mengo, Bwanika cited over 5 problematic clauses among others; No definition of who qualifies as a foreigner or foreign agent, Clause 7 of the bill criminalizes interference with national security” without specifying that person, Clause 13 mentions economic sabotage” but lacks clarity on what actions constitute sabotage , Harsh penalties – fines and punishments are excessive for ordinary Ugandans ,Cash limit* – restricting entry of cash exceeding 400 million shillings into the country.
He also notes that Clause 21 compels recipients to disclose who sent them money, infringing on privacy, Clause 25 grants the Minister Powers to block banks from releasing large sums to organizations, which could cripple operations.
Bwanika urged Attorney General Kiryowa Kiwanuka and Parliament not to tighten the flow of money in the country”_ and drive it elsewhere.
Buganda Kingdom says its objection is not political, but a constitutional duty under Article 246 of the Constitution on Traditional Rulers. The Kingdom supports national sovereignty but wants the Bill amended with wider consultation.
The petition comes as the Parliamentary Committee on Defence, Internal Affairs and Legal Matters conducts consultations on the Bill.
Buganda Kingdom says all amendments should be made with sufficient time for stakeholder engagement, for the good of the country.
