The Uganda National Examinations Board issued new guidelines directing secondary school headteachers on the placement of Senior Four repeaters under the country’s competency-based curriculum for 2026.
In a circular dated March 17, UNEB officials noted an increasing number of students seeking to repeat Senior Four after completing the Uganda Certificate of Education examinations in 2024 and 2025. The board also addressed students who completed Senior Three but were unable to transition to the next grade.
The directive, signed by UNEB Executive Director Dan N. Odongo, establishes specific conditions for re-admission and assessment.
The board hereby guides head teachers to accept such learners on fulfilling the under listed requirements, Odongo said in the statement.
Under the new rules, repeaters must attend classes throughout 2026 and undergo continuous school-based assessment. Teachers must compile and submit coursework scores for activities of integration and subject achievement from the first and second terms.
The board emphasized that eligible students must have undergone prior assessment in Senior Three with results already on file at UNEB. Students resuming studies from Senior Three are required to continue their project work, specifically focusing on implementation, reporting and dissemination.
For those repeating the year, UNEB advised a review of previous project work to ensure it meets national standards before final submission.
Candidates are expected to maintain the same subject combinations they registered for during Senior Three. School administrators were also told to follow submission timelines established in a Feb. 24 circular.
The directive is part of an ongoing effort to streamline transitions and assessment processes under the revised education system to ensure consistency for all learners.
