Ssemujju Nganda Slams URA Shs877bn Budget as Wasteful

Kira Municipality MP Ibrahim Ssemujju Nganda has raised concerns over the Uganda Revenue Authority’s (URA) proposed procurement budget of 877 billion shillings for the 2026/27 financial year, labeling it wasteful expenditure.

The concerns came after a presentation of the URA ministerial policy, which detailed allocations including 23 billion shillings for welfare and entertainment, 13.5 billion for workshops and seminars, 80 billion for staff training, 20 billion for health insurance, and 12 billion for rent.

Ssemujju questioned the high spending on what he described as non-revenue-generating items, arguing that such allocations undermine the country’s tax base.

He called for more funds to be directed toward initiatives that directly enhance revenue collection rather than on entertainment and costly office rentals associated with businessman Sudhir Ruparelia.

The remarks were made during a session of the parliamentary Finance Committee, attended by URA officials led by Commissioner of Customs Abey Kagumire and Ministry of Finance representatives, including State Minister Henry Musasizi.
