Uganda Police wants 28B to cover salaries for 10,000 police officers

The Uganda Police Force (UPF) is seeking an additional Shs28.016 billion to cover salaries for 10,000 police officers who were recruited and trained in the 2025/2026 financial year.

According to the FY 2026/27 budget estimates, the Police wage bill is projected to stand at Shs522.481 billion, which is only sufficient to cater for the current staff of the Force. The salaries of the newly recruited officers were not included in the proposed wage allocation.

A report by the Parliamentary Committee notes that while the Police wage bill remains unchanged, it does not account for last year’s recruitment.

“The committee recommends allocating an additional Shs28.016 billion to the Uganda Police Force wage bill for FY 2026/27 to cover salaries for the 10,000 police officers recruited last year,” the report states.

The committee further observed that the Police Force plans to recruit and train 4,000 more officers in the next financial year under its Strategic Plan, a move that could place further pressure on the wage bill if not properly funded.

Lawmakers emphasised the need for realistic budgeting to ensure that officers already in service are paid on time.

“Failure to provide for these officers creates a risk of salary arrears and affects morale within the Force,” the committee warned.

The recommendation is expected to be considered as Parliament debates the national budget for the 2026/27 financial year.
