The election of Justice Minister Norbert Mao as the Laroo-Pece Division Member of Parliament is facing a legal challenge in the High Court in Gulu.
Tonny Kitara, the petitioner, claims that widespread electoral irregularities affected the outcome of the January 2026 polls. The Electoral Commission is listed as the second respondent in the case.
According to court documents, Mao, the Democratic Party candidate, was declared the winner with 7,359 votes. Kitara received 2,867 votes. Other contenders included Charles Onen with 5,562 votes, Samuel George Okello with 65 votes, Wilfred Opobo with 207 votes, Geoffrey Komakech with 236 votes, and Simon Opoka with 318 votes. A total of 793 votes were deemed invalid. Kitara argues that these irregularities cast doubt on the legitimacy of Mao’s victory.
The petition outlines several alleged violations: Mao reportedly campaigned in restricted areas, including Lawiyeadul Ward, and disrupted Kitara’s campaign activities. Kitara also claims Mao conducted radio campaigns on Mega FM, Speak FM, and Rupiny Radio between 11:00 p.m. and 1:00 a.m., outside the legally permitted campaign hours.
Kitara further alleges interference with his rally in Agwee Ward in December 2025, where Mao allegedly drove through the venue, affecting mobilisation. Misuse of state resources is also cited; Mao is accused of using a government vehicle and police escorts linked to his ministerial office to campaign, creating an unfair advantage.
The petitioner accuses the Electoral Commission of partiality, claiming an official attended Mao’s rally and issued voter identification slips, compromising neutrality.
Kitara also raises allegations of voter bribery, citing that Mao distributed money to influence voters, including reportedly giving Shs150,000 to a women’s savings group leader in Gulu Town Primary School.
Additional claims include the use of false statements during campaigns, such as suggesting other candidates had withdrawn in Mao’s favour and implying Kitara might be offered a government or judicial post. Mao is also alleged to have falsely claimed the backing of President Yoweri Kaguta Museveni.
Kitara contends that the Commission failed to address his complaints during the campaign period, undermining the credibility of the election. He is seeking a court declaration that the election violated the law, nullification of Mao’s victory, a fresh election, and legal costs.
