The Directorate of Criminal Investigations (DCI) has launched a Multi-Biometric Identification System (MBIS) at the Diplomatic Police Unit (DPU) headquarters.

The system allows diplomats, foreign nationals and staff of international missions to obtain Police Clearance Certificates (PCCs) locally.

According to DCI, the new facility will let applicants access the service without travelling to DCI Headquarters or Huduma Centres, as the agency continues to expand digital police clearance services nationwide.

The system is part of a nationwide rollout to improve the efficiency and accessibility of PCC processing.

The MBIS was first launched at DCI Headquarters on July 23, 2026, by Interior Cabinet Secretary Kipchumba Murkomen.

In September 2026, the second phase extended the service to 20 additional centres, mainly serving the Central Region and neighbouring areas.

This brought the total number of connected PCC application centres to 26 out of 63 nationwide, including six previously connected centres in Nairobi.

The second phase covered Kajiado Central, Kajiado West-Kisamis, Machakos, Thika, Kamwangi, Murang’a, Nyeri, Nyandarua-Ol Kalou, Nanyuki, Laikipia East-Makutano, Samburu-Maralal, Kerugoya, Mwea, Embu, Chuka, Marimanti, Maara, Kathwana, Meru and Isiolo.

DCI claims that the new system has reduced the processing time for Police Clearance Certificates from 14 days to same-day issuance.

It has also increased the system’s record-handling capacity from two million to 10 million records, while daily search capacity has risen from 4,500 to 20,000.

The technology integrates fingerprint, palm print and facial recognition to improve identification accuracy and strengthen forensic capabilities in criminal investigations.

It also replaces traditional ink-based fingerprinting and paper-based procedures with live digital biometric capture.

The DCI said additional centres are expected to be connected as the agency works towards expanding access to the service across the country.
