The Electoral Commission has confirmed Richard Baabo Kamugisha as its substantive Secretary, effective March 4, 2026.
Kamugisha had been serving as the acting Secretary since late 2024 after the former Secretary left the institution.
As Secretary to the Commission, Kamugisha will also serve as the Accounting Officer and Head of the Technical Wing (Management) of the Commission.
Kamugisha is an experienced election management expert who has served the Commission since 1999.
Over the years, he has risen through several ranks, including District Registrar/District Returning Officer, Head of the Field Operations Department, and Director of Operations.
According to the Electoral Commission Act, the Secretary of the Commission holds office for a five-year term, which is renewable once.
