Chris Obore and Seven Parliamentary Officials to appear before the Anti-Corruption Court

Eight senior officials from the Parliament of Uganda have been arrested in an operation led by the Inspector General of Government (IGG) as investigations into alleged corruption and abuse of office gather pace.

The officials are expected to appear before the Anti-Corruption Court later today.

Those arrested include Chris Obore, Director of Communications; Daniel Adilo, Director of Human Resource; Leonard Okema, Executive Secretary in the Office of the Speaker; Rajab Kaaya Ssemalulu, Principal Research Officer; Emmanuel Emuron Okwi, Principal Protocol Officer; Stella Itute, Personal Assistant; Vincent Otebata, Capacity Development Officer; and Methods Murebe, Chief Executive Officer of the Uganda Parliamentary Cooperative Savings and Credit Society (SACCO).

According to the charge sheet seen by this website, Chris Obore is accused of embezzling Shs5.2 billion, while Daniel Adilo is alleged to have misappropriated Shs14.6 billion. Leonard Okema is charged with embezzling Shs3.48 billion, and Rajab Kaya is accused of misappropriating Shs2.17 billion.

The charge sheet further indicates that Emmanuel Emuron Okwi is facing allegations involving Shs1.1 billion, while Stella Itute is accused of embezzling Shs75 million. Vincent Oteba is also listed in the document, with allegations of misappropriating Shs5.2 billion.

The alleged offences are said to have been committed between 2023 and 2026.

Sources familiar with the investigations say the arrests are linked to an ongoing probe into allegations of corruption and abuse of office involving former Speaker Anita Among.

The latest developments follow a high-profile security operation launched on 16 May this year, when investigators searched properties associated with the former Speaker.

The operation, led by the Police Criminal Investigations Directorate (CID), targeted her residences in Nakasero and Ntinda in Kampala, as well as a house under construction in Kigo, Wakiso District.

During the search at the Kigo property, investigators recovered several high-value vehicles, including a Rolls-Royce Cullinan reportedly worth more than Shs3.4 billion, along with several Range Rovers. The vehicles were later transferred to the Police headquarters in Naguru for further investigations.

Security teams also extended the operation to Bukedea District, where they searched properties linked to some of Among’s relatives.

Since the investigations began, a number of senior Parliament officials have been questioned and recorded statements with investigators as authorities continue to examine the alleged corruption claims.
