The High Court in Kampala has temporarily stopped the administrators of the estate of former Bank of Uganda Governor Prof. Emmanuel Tumusiime Mutebile from selling, transferring or otherwise dealing with the estate’s property and funds as a dispute over its administration continues.
The interim orders were issued on October 27, 2026, by Deputy Registrar Suzanne Aisia Musooli of the Family Division in a case filed by Duncan Tumusiime Mutebile, a son of the late governor.
The court also issued separate orders preventing Duncan from being detained or confined in a psychiatric or mental health facility without further determination by the court.
The case pits Duncan against Betty Tumusiime Mutebile (wife of Mutebile) and Kyomukama David Mutebile, whom court documents identify as administrators of Prof. Mutebile’s estate.
Under the orders, the two administrators, their agents and anyone acting on their behalf are prohibited from selling, transferring, leasing, mortgaging, charging, wasting or otherwise disposing of or encumbering any property belonging to the estate.
The court has also barred them from operating or withdrawing money from, transferring funds out of or otherwise dealing with a Bank of Baroda account held in the name of the late governor.
The restrictions are intended to preserve the estate’s assets while the court considers the dispute over its administration.
In a separate part of the ruling, the court restrained the respondents and anyone acting under their authority from causing, authorising or facilitating Duncan’s detention, admission or confinement in a psychiatric or mental health institution pending determination of the substantive application.
The court further directed Duncan’s lawful attorneys to ensure that he receives appropriate medical care and attention.
They were also directed to identify a suitable caregiver with whom Duncan is comfortable.
The orders therefore cover two key issues raised in the proceedings: protecting the assets of the late governor’s estate and safeguarding Duncan’s welfare while the legal dispute is being determined.
The orders were issued in Miscellaneous Application No. 4668 of 2026, arising from Miscellaneous Application No. 4666 of 2026 and Civil Suit No. 34 of 2026.
