Katikamu North MP Denis Sekabira has petitioned Parliament over what he calls unacceptable delays in the Shs93 billion Luwero–Kiwoko–Butalangu road project, contracted to Dott Services Limited.
The 29.7km road, launched on 9 June 2023 and meant to be upgraded from gravel to tarmac within 24 months, is only about 50 percent complete, with a revised deadline of 16 August 2026.
Sekabira says the slow progress and prolonged closures have crippled local trade, disrupted transport and exposed residents to choking dust.
In his letter to the Speaker, he cites the section between Kiwoko and Luwero Don Fuel Station, which he says has been closed to motorists for a full year with no sign of expedited works.
He is asking Parliament to investigate Dott Services’ performance, compel a clear completion plan, and ensure temporary access and safety measures for affected road users and traders.
