President Yoweri Museveni has appointed the long-serving head of communications and media relations at Uganda Media Centre as the substantive Deputy Executive Director.
The position fell vacant in 2020 when Col Shaban Bantariza died.
Mr Dennis Katungi has been acting in that position at the Government Communications Hub.
However, in a May 30, 2026, letter to the Chief of Defence Forces, Gen Muhoozi Kainerugaba, Museveni gave a green light to have Katungi take over the job following the CDF’s recommendation.
He directed the State House Comptroller to confirm the appointment.
The president also directed the Permanent Secretary of the Ministry of ICT and National Guidance to implement the directive
Katungi, a communist specialist and seasoned hand in media relations, will now join Alan Kasuja to steer government communication.
Both share a rich diaspora background in journalism, having worked for prime media establishments in the United Kingdom.
Alan Kasuja was at the BBC while Dennis Katungi was at Reuters for many years.
Mr Katungi was also the New Vision foreign correspondent in Europe in the early 2000s, penning the then-popular weekly Column ‘Letter from London’.
Background
Mr Katungi is a graduate of Mass Communications and holds a Master’s Degree in Journalism from the University of East London.
He is an avid writer who has held senior editorial as well as Corporate Public Affairs portfolios in the UK and Uganda.
He has a keen interest in Economic and Commercial Diplomacy [ECD], Public Affairs, Tourism and promoting Uganda as a Foreign Direct Investment destination.
He leverages his diaspora connections to promote strategic initiatives led by the Ministry of Foreign Affairs, the Uganda Investment Authority and Uganda Tourism Board.
Mr Katungi also boasts of being keen on the history of NRA/UPDF, which he often highlights in his writings.
Together with Tony Owana, they are the two well-known authorities on the Fronasa/NRA/UPDF revolution.
